About HOA Charter

HOA Charter gives self-managed boards and their residents one place for documents, votes, notices and requests. We’re a small team, and we set each community up ourselves.

  Doni McCarty · Founder

  Doni McCarty founded HOA Charter after watching his dad serve on an HOA board and hearing the same story from friends: documents scattered across email, dues chased down one text at a time, or a management company that cost more than it delivered. He built the platform to give self-managed boards one place for documents, votes, notices, and requests — set up for them, run by them. Doni is an East Tennessee State graduate and a former sergeant in the U.S. Army National Guard. He lives in Johnson City, Tennessee, with his wife Jamie and their daughter Chloe.

  Calvin Wingate · Account Manager

  Calvin Wingate is HOA Charter's Account Manager. He helps boards and residents get set up, find their way around, and get their questions answered. Calvin brings a decade of senior management in a customer-service business, where a clear answer and a real person on the other end were the whole job. He has worked alongside Doni since their days at East Tennessee State. He lives in Johnson City with his wife and their two boys.

  Don McCarty Jr. · Advisor

  Don McCarty Jr. advises HOA Charter. He served 27 years in the U.S. Marine Corps, finishing as the Corps' Senior Postal Officer, then led postal services at East Tennessee State University until his retirement in 2026. He has served on an HOA board himself — the experience that started HOA Charter.
